Recycling Infrastructure and Accessibility Act of 2025
Summary
H.R. 2145 would create a pilot grant program administered by the Environmental Protection Agency to improve recycling accessibility in communities that currently lack adequate recycling services. The program would award competitive grants ranging from $500,000 to $15 million to states, local governments, tribes, and public-private partnerships. At least 70 percent of the program's $30 million in annual funding (2025-2029) would be dedicated to underserved communities, defined as areas facing transportation challenges, distance barriers, or insufficient processing capacity. Grant recipients could use funds to expand curbside recycling collection, increase transfer stations, and develop public-private partnerships to reduce collection and transportation costs. The EPA would be required to report to Congress within two years of the first grant award on recipients, actions taken, and any improvements in recycling rates.
