Frederick Douglass Trafficking Victims Prevention and Protection Reauthorization Act of 2025
Summary
H.R. 2796 would reauthorize and expand federal efforts to combat human trafficking and support victims. The bill would extend through fiscal year 2029 various programs at the Department of Health and Human Services that promote awareness of trafficking and provide services to victims, including the National Human Trafficking Hotline, cybersecurity initiatives, and public education campaigns. It would also reauthorize Department of Justice grants that support trafficking victims within the United States, including housing assistance, and extend International Megan's Law, which requires sex offenders to provide information about international travel.
The bill would establish a new Human Trafficking Survivors Employment and Education Program to help trafficking victims reintegrate into society by providing support for life skills, employment, and education. Additionally, it would modify existing grant programs to improve identification of trafficking victims, with particular focus on vulnerable populations including homeless youth, foster youth, and children involved in the child welfare system. The legislation would require the Department of Health and Human Services to submit annual reports to Congress with data on trafficking survivors and service gaps identified by grant recipients.
