Frederick Douglass Trafficking Victims Prevention and Protection Reauthorization Act of 2025
Summary
H.R. 2961 would extend and strengthen federal efforts to prevent human trafficking and assist victims. The bill would reauthorize existing programs through fiscal year 2029, including the National Human Trafficking Hotline, public awareness campaigns, and Department of Justice grants that support trafficking victims in the United States. The bill would also authorize a new program called the Human Trafficking Survivors Employment and Education Program to help trafficking victims reintegrate into society by providing job training, life skills education, and other support services. Additionally, the bill would establish Frederick Douglass Human Trafficking Prevention Education Grants to schools, with priority given to areas identified as high-risk for child trafficking. The bill would increase funding for these initiatives, including $30.8 million annually for anti-trafficking programs and $35 million for housing assistance for trafficking victims. The bill has bipartisan support with both Republican and Democratic cosponsors.
