Liquid Cooling for AI Act of 2025
Summary
H.R. 5332 would direct the Comptroller General of the United States to conduct a comprehensive assessment of liquid cooling systems used in artificial intelligence and high-performance computing data centers. The assessment would examine research and development needs, market conditions, effectiveness of existing technologies in reducing energy costs, and trends in cooling adoption over the past five years. Within 90 days of enactment, the Comptroller General would submit findings and recommendations to Congress, and the Secretary of Energy would then evaluate the report within 180 days to provide guidance on liquid cooling's importance for U.S. competitiveness in AI.
The bill's goal would be to facilitate adoption of advanced cooling solutions in government-operated data centers. If enacted, this could help improve energy efficiency and reduce cooling costs for federal AI systems. The bill would require consultation with federal, state, and local government representatives, industry experts, and other stakeholders to identify best practices and industry standards for liquid cooling technologies. The bill is currently under consideration in the House Committee on Energy and Commerce and the Committee on Science, Space, and Technology.
