The SHIELD Against CCP Act would require the Department of Homeland Security to establish a working group focused on identifying and countering security threats posed by the Chinese Communist Party. This group would assess current DHS efforts related to counterterrorism, cybersecurity, border and port security, and transportation security as they relate to CCP activities.
The working group would annually report on three specific areas: how the CCP exploits the U.S. immigration system, its economic and trade practices affecting U.S. security, and its involvement in illicit financial activity and drug trafficking. Additionally, DHS would conduct research and development on new technologies and techniques to enhance security and situational awareness against these identified threats. The working group would operate for seven years before automatically terminating, and the Government Accountability Office would report on how the bill's requirements are being implemented.
