SHIELD Against CCP Act
Summary
S. 1625, the SHIELD Against CCP Act, would establish a dedicated working group within the Department of Homeland Security to examine and report on efforts to counter terrorist, cybersecurity, border and port security, and transportation security threats posed by the Chinese Communist Party. If enacted, the working group would assess DHS programs and identify gaps in policies and coordination across the department's offices and components related to these threats. The bill would require annual reports to Congress on the working group's activities and findings, with an unclassified portion posted publicly on the DHS website.
The legislation would also direct the DHS Science and Technology Directorate to research and develop technologies to enhance the department's security and situational awareness related to countering CCP threats. All activities would be required to comply with constitutional protections, privacy laws, civil rights protections, and civil liberties safeguards. The working group would automatically terminate seven years after its establishment. This bill is currently in committee and has not yet been voted on by the full Senate.
