Strengthening the Quad Act
Summary
The Strengthening the Quad Act would require the State Department to create a comprehensive strategy for deepening U.S. engagement with Japan, Australia, and India through the Quadrilateral Dialogue, commonly known as the Quad. The bill directs the State Department to develop plans focused on regional security, economic growth, and democratic resilience in the Indo-Pacific region. The strategy would summarize current and past Quad initiatives in areas such as technology cooperation, energy innovation, and resilient supply chains.
The bill would also establish a Quad Inter-Parliamentary Working Group to facilitate closer legislative collaboration among the four countries on shared interests and values. This working group would bring together lawmakers from the United States, Japan, Australia, and India to coordinate on policy matters affecting the region.
Additionally, the bill would require the State Department to recommend to Congress new authorities and resources needed to strengthen U.S. leadership in Quad initiatives and to address barriers to implementing and expanding cooperation. The bill passed the House in May 2025 and is currently under review by the Senate Committee on Foreign Relations. If enacted, it would formalize and expand the U.S. commitment to the Quad partnership as a lasting pillar of American foreign policy in the Indo-Pacific.
