Responsible Legislating Act

The Responsible Legislating Act would make several changes to federal programs and requirements if enacted. On retirement savings, it would increase the maximum contributions allowed to Roth Individual Retirement Accounts and certain employer-sponsored retirement plans like SIMPLE IRAs and SEP plans. The bill would also establish stronger penalties for human trafficking and coercion of sexual activity occurring in school zones, adding up to five years of additional prison time for these offenses.

The bill includes provisions related to foreign investment and economic security. The Department of Commerce would be required to report on efforts to increase foreign direct investment in semiconductor manufacturing, while the Federal Maritime Commission would evaluate how foreign ownership of marine terminals at the 15 largest U.S. container ports affects U.S. economic security. Additionally, the bill would provide additional appropriations to multiple federal departments including Health and Human Services, Agriculture, State, Defense, Homeland Security, and Energy.

Other provisions would extend livestock market reporting requirements through fiscal year 2025, allow credit unions with satisfactory financial ratings to hold board meetings less frequently, and reauthorize NASA's enhanced-use leasing authority through 2033. The bill currently is under committee consideration and has not yet been voted on by the full House.
