Shutdown Fairness Act
Summary
The Shutdown Fairness Act would require the federal government to continue paying federal employees, military service members, and federal contractors during government shutdowns. Currently, when Congress fails to pass a budget and the government shuts down, many federal workers stop receiving paychecks until the shutdown ends, even if they continue working. This bill would provide appropriations to pay these workers on time during any funding lapse.
The bill covers both employees who continue working during a shutdown (called excepted employees) and those who are furloughed, or sent home without work. It also includes active duty military members and certain contractors who support federal operations. Rather than authorizing new spending, the bill would ensure workers receive their regular paychecks on schedule instead of having to wait weeks or months for backpay after a shutdown ends.
If enacted, this would reduce financial hardship for federal workers and their families during budget disputes in Congress. It would also help prevent service disruptions and contract delays that accumulate when government operations are halted. The bill has been introduced but has not yet advanced to committee action.
