Senate Committee on Rules and Administration

The Senate Committee on Rules and Administration is responsible for the organization and operation of Congress. Its jurisdiction covers congressional rules and procedures, federal elections including presidential contests, campaign finance restrictions, and the administration of Senate buildings and facilities. The committee also oversees the Library of Congress, the Smithsonian Institution, and the U.S. Capitol complex. Unlike its House counterpart, this committee is not as powerful in setting debate terms, since the Senate traditionally allows open debate on the floor.

When bills are referred to this committee, they typically address voting access, election administration, campaign finance, or Senate operations. The committee reviews these measures and can recommend them to the full Senate for consideration. Recent bills referred include measures on voter registration modernization, voter identification requirements, and election administration improvements.
