Countering Transnational Repression Act of 2025
Summary
H.R. 2158 would create a new Transnational Repression Working Group within the Department of Homeland Security to analyze and monitor threats from foreign governments or their agents against American citizens and lawful permanent residents. Transnational repression includes tactics such as harassment, intimidation, surveillance, stalking, and threats used by foreign authoritarian regimes to silence political dissidents, journalists, activists, and members of diaspora communities living in the United States. The bill has passed committee review and is eligible for a floor vote.
If enacted, the bill would require the working group to conduct research and development on technologies to help federal, state, local, tribal, and territorial law enforcement counter these threats. The working group would be required to report annually to Congress on incidents of transnational repression and related terrorism threats. The bill includes protections for privacy, civil rights, and civil liberties in all activities. The working group would terminate seven years after the bill becomes law. The Congressional Budget Office estimates the bill would cost approximately five million dollars over five years, primarily for staffing the working group and conducting research and development activities.
