Nonprofit Security Grant Program Transparency Act
Summary
H.R. 7382 proposes to amend the Homeland Security Act to increase transparency of the Nonprofit Security Grant Program, which provides federal funding to nonprofit organizations for physical security improvements. The bill would require the Department of Homeland Security to submit detailed annual reports to Congress within 90 days after each fiscal year, including information about grant applications received from nonprofit organizations in each state, the number of grants awarded, total grant amounts distributed, and how grant recipients spent the funds.
The reporting requirements would cover data for each state and each individual grant recipient, giving Congress and the public better visibility into how the program operates and distributes its funding. This increased transparency would apply to a program that currently distributes hundreds of millions of dollars annually to nonprofits, including places of worship and community organizations, for security enhancements to protect against terrorist attacks and other threats. The bill has been referred to the House Committees on Transportation and Infrastructure and Homeland Security but has not yet advanced to a vote.
