Commodity Markets, Digital Assets, and Rural Development

The Subcommittee on Commodity Markets, Digital Assets, and Rural Development is a specialized panel within the House Committee on Agriculture. As a subcommittee, it conducts initial hearings and reviews legislation before the full committee, focusing on a narrower slice of agriculture policy. The subcommittee exists to give focused attention to three distinct but interconnected policy areas: commodity futures and derivatives markets regulated by the Commodity Futures Trading Commission, the emerging regulatory framework for digital assets and cryptocurrencies, and federal rural development programs administered by the USDA.

The subcommittee's jurisdiction covers commodity exchanges, futures, swaps, and derivatives trading; the regulation of digital assets and blockchain technology; rural broadband connectivity; and USDA Rural Development investments in rural energy, housing, business development, and infrastructure. The subcommittee also has primary responsibility for drafting sections of the Farm Bill related to rural development and energy. This combination of responsibilities reflects the importance of commodity market stability to farmers and the growing need for regulatory clarity around digital assets and rural connectivity.

Chaired by Republican Dusty Johnson of South Dakota and with Ranking Member Donald G. Davis of North Carolina, the subcommittee has 23 members split 12-11 between Republicans and Democrats. Under Johnson's leadership, the subcommittee has been active in digital asset policy, holding joint hearings with the House Financial Services Committee and developing legislative proposals to establish a regulatory framework for cryptocurrencies and blockchain technology. The subcommittee also conducts oversight of rural development programs addressing challenges like access to capital, reliable energy, healthcare services, and infrastructure in rural communities.
